Minnesota's 1937 Aid to Dependent Children Act served the purpose of providing aid to needy children while allowing them to remain in the home of a responsible relative. 

Title IV-D was added to this legislation to recover or avoid the costs of this program. It is not a stand alone program, but "meant to act in tandem" with the public assistance entitlement programs in the act.

The Problem is, the title IV-D program no longer works in tandem with the entitlement programs, and is improperly and unlawfully administered.

The Solution is relatively simple.
